Part 5 of the Community Empowerment (Scotland) Act 2015 introduces a right for community transfer bodies to make asset transfer requests to a range of public bodies (including health boards), for any land or buildings they feel they could make better use of. They can request ownership, lease or other rights, as they wish.

Part 4 of the Act extended the previous community right to buy land in rural areas to anywhere in Scotland. It also introduced a community right to buy abandoned or neglected land.
