NHS Borders Strategy 2025 2030
Organisational Strategy

The launch of our Organisational Strategy in April 2025 was a significant milestone following extensive engagement with our dedicated staff and members of the Borders community.

Our Organisational Strategy is available to view here (to read our Behavioural Framework as noted on page 17 click here).

An Easy Read version of our Organisational Strategy is also available (click here to view).

We invite you to take a look, understand the vision and consider how you can play your part as we move forward.

Thank you to everyone who contributed to this process – your feedback, ideas and passion have shaped this strategy. We are grateful for your involvement in making it a strategy that truly reflects the needs and aspirations of our staff and members of our community.

At the core of the strategy is a strong emphasis on prevention. We want to empower you to take control of your health and wellbeing. Whether it's through healthy living tips, early interventions or simply offering guidance on how to better look after yourself, we are committed to supporting you every step of the way. It's all about working together to create healthier, happier communities. We encourage you to consider how you can play an active role in your own health and wellbeing; and how we can help support you in doing so.

Clinical Strategy

Our Clinical Strategy is available to view here (to review our Specialty Plans as noted on page 8 click here).

As outlined in our Organisational Strategy, we are dedicated to promoting good health and supporting those who need our care. We are committed to delivering high-quality care and supporting the wellbeing of our staff and communities. Our role extends beyond healthcare provision; focusing on continuous improvement, learning and innovation to provide effective, sustainable services. We aim to set the standard for healthcare excellence by reducing health inequalities, enhancing community wellbeing and preventing illness whenever possible.

Developed through extensive engagement with clinicians, and following feedback from communities gathered at the beginning of the year, our Clinical Strategy focuses on prevention, person-centred care and equity of access; ensuring services meet the changing needs of our population.

We developed this strategy by considering four critical questions:

  • What are we doing to support people to keep themselves well?
  • How do we ensure that Primary & Community Services can support as many people back to good health as possible?
  • How do we make Secondary Care fast, efficient and effective?
  • How do we ensure equity of access for our patients who require access to Tertiary Services (or care delivered outwith the Borders)?

Our Clinical Strategy responds to these questions and our commitment to excellence and innovation in healthcare. We will drive our ambitious vision for 2030, encompassing a comprehensive approach from prevention to specialist services, and everything in between.

Enabling Strategies

Our Enabling Strategies are available to view here.

We have developed a draft suite of Enabling Strategies to support delivery of our Clinical Strategy, outlining the underpinning principles for delivery. The Enabling Strategies set out the foundational plans that support the delivery of our core objectives by focusing on the underlying functions: people, partnerships, quality, digital, infrastructure, finance, estates, risk, research and innovation. They are crucial for creating the right environment, systems, and culture for the Clinical Strategy to be delivered, allowing our staff to deliver high-quality, sustainable and patient-centred care.
